through a foreign operator, an international tunnel between the foreign operator and the

by domestic operators and foreign operators is sufficient, the number of router hops to be
passed from abroad to the domestic area is particularly large, which may cause an increase
in delay, or the international available bandwidth of the communication tunnel is relatively low,
so that the international communication efficiency will be low.
